Beyond the three themes (knowledge, power and subject), governmentality introduces new questions that complicate the philosophy of Michel Foucault. The ups and downs of this stage prior to the issue of subjectivity will be investigated. There the problem of population and bio-power advertised, but is diluted address the topic of the government's relationship with the state, and especially of neoliberalism in Germany and the US in 50s. These transformations due to two methodological components: nominalism and historical discontinuity. The relationships between three power devices (legal mechanism sovereignty, disciplinary and government security) and its historical changes will be studied. It argues that the three devices would be connected in a triangular system with sufficient complementarity. On the contrary, tensions will be emphasized, although this does not diminish the development in two planes, which are called macro- and microphysics of power. ; Más allá de las tres temáticas (saber, poder y sujeto), la gubernamentalidad introduce nuevos interrogantes que complejizan la filosofía de Michel Foucault. Se investigará los avatares de esta etapa previa a la cuestión de la subjetividad. Allí se anuncia el problema de la población y el bio-poder, pero se diluye frente al tema de la relación del gobierno con el Estado, y en especial del neoliberalismo en Alemania y EE. UU. en la década de los 50. Estas transformaciones se deben a dos componentes metodológicos: el nominalismo y la discontinuidad histórica. Se estudiará las relaciones entre tres dispositivos de poder (mecanismo jurídico de soberanía, disciplinario y de seguridad gubernamental) y sus mutaciones históricas. Se cuestiona que los tres dispositivos se conectarían en un sistema triangular, con suficiente complementariedad. Por el contrario, se enfatizará sus tensiones, aunque esto no aminora el desarrollo en dos planos en virtud de los campos denominados macro y microfísica del poder.

The purpose of this paper is to analyze the implications of development at the macro – regional, local and micro – regional levels skating from the central hypothesis from the development theory that draws on economic development will bring with it social and political development. After a conceptual approach of development, the existent theories od development are briefly reviewed as tools of analysis of reality. In the discussion it is concluded that the process of local and regional development require of a substantial transformation of negotiated relationships between economic agents and political actors. Because the Welfare State is slowly going backward in contemporary societies, one of the main challenges is the empowerment of social and communitarian organizations which have to perform an active role in the processes of local and regional development. ; Este trabajo se propone analizar las implicaciones del desarrollo en los niveles macro-regional, local y micro- regional, a partir de la hipótesis central de la teoría del desarrollo que plantea que el desarrollo económico traerá consigo el desarrollo político y social. Después de hacer de un acercamiento conceptual al desarrollo, se repasan brevemente las teorías del desarrollo existentes como herramientas de análisis de la realidad. En la discusión se concluye que los procesos de desarrollo locales y regionales requieren de una transformación sustancial de las relaciones negociadas entre los agentes económicos y los actores políticos. Ante el paulatino retroceso que en las sociedades contemporáneas está teniendo el Estado de bienestar, uno de los principales retos es el empoderamiento de las organizaciones sociales y comunitarias para que desempeñen activamente su rol en los procesos de desarrollo local y regional.

Analyzing the poverty and distributional impact of macro events requires understanding how shocks or policy changes on the macro level affect household income and consumption. It is clear that this poses a formidable task, which of course raises the question of the appropriate methodology to address such questions. This paper presents one possible approach: A sequential methodology that combines a macroeconomic model with a behavioral micro-simulation. We discuss the merits and shortcomings of this approach with a focus on developing country applications with a short to medium run time horizon. - This chapter is a re-print of: Lay, J. (2010). The current understanding of Regional Integration is largely macro-economic and political in orientation and has tended to neglect, even ex post, the significance of the Single European Market (SEM) for the spatial restructuring of individual firms. The problem stems largely from a lopsided understanding of Regional Integration. This paper introduces a two-level approach in which integration and its outcomes are studied based on the strategic intent and strategic realities of two types of key actors: governments and core companies. In this contribution it is argued that in advocating the SEM, these actors did not necessarily share the same strategic intent. A new firm-level data set shows also that the expectations of European policymakers did not accurately match actual strategies developed by European core companies.
